ATHENA is a no-code platform that does not put demands on IT resources or rely on high cost developers. Nor does it demand that users have finance backgrounds to benefit from its use.  ATHENA complements, but does not replace normal budgeting, planning and other deliberative processes.  And it is decidedly NOT a costly, complex, security-sensitive ERP solution.  It can be put in place for most institutions in short order based on information that is in the public domain in the form of financial statements, factbooks, survey sites and the like.
